The inclusion of drinking water supply projects in the national development plans of Latin American countries raises a problem which, if it is to be solved within the time period established in 1961 by the Charter of Punta del Este, requires the full dedication and competence of sanitary engineers and sound planning in the public sector. The problem of water supply is world-wide, but if Latin America is to solve its own problem, it will have to provide drinking water for a population estimated at 225 million, 120 million of which live in urban areas, and about 100 million in rural areas that do not have home connections. To remedy completely this situation approximatelty 4 billion dollars will be needed. To achieve the targets laid down in the Charter of Punta del Este in a period of 10 years will require about 2.2 billion dollars. The cost distribution of drinking water supply projects, preinvestment loans for studies, sources of funds for construction, and capital costs in general are discussed. Mention is made also of the role of private capital and public funds in the financing of this kind of program; for foreign loans, suggestions are made as to the policy to be followed. An analysis of financing leads to the conclusion that the general tendency is toward self-financing, for which purpose planning is necessary.
