The National Institutes of Health of the Latin American countries, besides control, are also responsible for the preparation and distribution of biological products for health campaigns. In fact, in some of them, production receives more attention than control, especially where their budgets are inadequate. Different views often prevail in the various laboratories regarding techniques for the preparation of biologicals, and potency and value of these in the prevention and treatment of diseases. Some products highly prized in days gone by, should no longer be used, but for commercial or perhaps official reasons, they continue to be prepared. The value of others is highly doubtful and intensive study is required in order to arrive at definite conclusions. Still others, of real value, because of haphazard ways used in their preparation, may show varying effectiveness. Some agreement about these different matters is most desirable In order to arrive at some standardization, the Pan American Sanitary Bureau, as the central inter-American health organization, could organize a permanent committee on which the more important National Institutes of the continent would be represented with a view to coordinating and improving practices relating to these matters. This Committee could establish standards governing the preparation and distribution of biological products, thus assuring their quality(AU)
