A few of the points of major concern for the executives of health establishments are presented in this article. Overall, the executive must be a leader, with a vision and a direction, capable of training and inspiring his subordinates to high qualitative and considerable quantitative performance. He must set the stage for attracting capable personnel and by the force of his spirit and leadership, must be able to retain their interest and lead them to meaningful service to the peoples of your states. By his, or her, commanding presence, intellectuality, moral and political vigor, he must represent health in the councils of government and assure it of its rightful place of preeminence in the concert of activities at the topmost levels of national organization This is a time of great moment in the historical development of your people and your governments; it is a time, as well, when each of you, as executives in health, must rise to the call of history.
