Competence map on information systems and digital health for public health workers: A framework based on knowledge, skills and experiences necessary to develop functionally in the age of digital interdependence

Abstract
The field of digital health encompasses a wide range of disciplines and roles, so the specific competencies and skills required for each profile can vary significantly. However, there are some transversal competencies that are essential for all professionals working in this field. a competency map is an instrument through which it is possible to observe what knowledge is required at work to achieve the results that the sector and the organization, finally, as a whole, they are proposed. Success in the field of digital health depends on a set of specific and transversal intellectual knowledge that allows professionals to understand, develop and implement effective technological solutions to improve health care and the well-being of the population. The document is divided into two parts, the first details the competencies grouped into three domains: Intellectual competencies, Operational or technical competencies and Soft Competencies or Skills, and the second one by mapping each competency map, the level required in each of them is analyzed, according to the position that the staff occupies in the organization: Coordination, Technical Execution and Stewardship. As digital transformation requires a work team and a complex approach from an interdisciplinary perspective, the interpretation of the layouts of each group of competencies must be made considering Coordination positions, Technical execution positions and Management positions. The relevance and specific level of competencies may vary according to the particular needs of each organization and each job. This mapping aims to provide a general guide to the competencies needed to perform specific roles in the field of digital health in a generic way for each role.
