Abstract
The Strategy for Universal Access to Health and Universal Health Coverage of the Pan American Health Organization establishes the strategic lines that constitute the foundation on which the countries of the Region of the Americas formulate plans, and implement actions to strengthen health systems and services on the way to achieving the Sustainable Development Goals. Therefore, universal health constitutes the origin and the foundation of this proposed strategy and action plan to improve the quality of care in the provision of health services 2020-2025. This strategy and action plan introduces a new paradigm that requires three approaches: an approach from health systems and intersectorality; actions adapted to each country, having as guiding principles the right to enjoy the highest level of health that can be achieved for each person; equity, solidarity, ethical decisions, participation and empowerment of individuals, families and communities; and decision-making informed by best practices and evidence.
