dc.description.abstractThe Plan of Action approved by the Directing Council of PAHO contains the minimum goals and regional objectives, as well as the actions governments of the Americas and the Organization must take in the order to attain health for all. The Plan, continental in nature, is essentially dynamic and is addressed not only to current problems but also to those likely to arise from the application of the strategies and the fulfillment of regional goals and objectives. It also defines priority areas that will serve as a basis, in developing the program and the necessary infrastructure, for national and international action. The Plan is a detailed blueprint drawn from a regional consensus on the goals, objectives, and strategies to achieve Health for All by the Year 2000. For the countries of the Western Hemisphere, the Plan of Action is a frame of reference for the adjustment of national health plans and national development plans. For the Organization, it is the foundation for the design of new policies and the definition of a new program of technical cooperation. For the international community, the Plan constitutes this Region's contribution to the Seventh General Program of Work of the World Health Organizationen_US
