A draft of this document was presented to the Ministers of Health of the Andean Area at the XII REMSAA, held in Quito, Ecuador, in November 1987, who approved in its entirety. It was revised to incorporate some of the decisions of the XIV Meeting of the Ministers of Health of the Andean Countries taken in Cartagena, Colombia
