(Extracted from Foreword) With the declaration of Millennium Development Goals (MDGs) in the year 2000, the international community and governments of Latin America and the Caribbean renewed their commitment to reducing avoidable maternal mortality. Given the recognition that healthy motherhood requires access to reproductive health care, and in the context of the MDG target of reducing maternal mortality by threequarters between 1990 and 2015, a second target for the same year is universal access to reproductive health care.
