CLAP was created in 1970 by a group of professionals committed to the health of mothers and their newborns, by agreement between the Ministry Public Health of Uruguay, the University of the Republic and the Pan American Health Organization/World Health Organization (PAHO/WHO). CLAP/SMR has been reorganized along political and technical guidelines of PAHO. There was a merger between Unit of Women's Health and Reproductive and CLAP, creating the new Unit/Centre CLAP/SMR, thus achieving a critical mass of professionals to optimize both human and financial resources and enhance the ability to cooperate. The responsibility assumed by the Organization in general and CLAP/SMR in particular, is based on the fulfillment of the mandates that give Member States to support the health of populations in the region and also to the achievement of the Millennium Development Goals, especially those most directly related to the role of the Centre.
