If the object of education "is not manpower, but manhood," then the function of our educational institutions is to supply the intellectual tools, the scientific discipline, and the creative framework necessary for the achievement of manhood. Therefore, when one speaks of the function of the university in community health services, one can no longer question the "whys," but only the "hows"; how to apply our tools, how to disseminate our disciplines, how to enlarge our framework. We must expand our concerns from biology to biography - from the facts of life to the quality of living. At the present time the universities of the United States of America are participants in, and providers of, health services to the community. What is needed is a better understanding of participation and service, which encompases more than service provided through the education of professionals in the various disciplines. Some reforms have been instituted within the universities to expand this kind of participation. Nevertheless, much remains to be done and, in many cases, the inital reform has not passed from the theoretical plane to the operational stage. The delivery of health care services, like modern life, is a process, not a goal. We seek to solve new problems and find fresh answers to old ones. Once we begin, we cannot turn back.
