Abstract
The paper deals with the health aspects of public sanitation services in urban communities and the problems faced in that regard by the countries of Latin America. Specific reference is made to the collection storage, and disposal of garbage and refuse. Among the disposal methods used (open fill, incinerator, processing into fertilizer, pig feed) the one most commonly used in Latin America is the open fill, which not only contaminates the air but also offends the sight. The advantages of incineration, particularly the so-called "cremation grates," are stressed. It is recommended that the use of wastes or refuse for pig feed be discontinued. The organization and administration of public santiation services should be the exclusive responsibility of the municipalities and should be financed through a system of special rates or taxes like that recommended for financing water supply and sewerage services. Additional recommended methods for the improvement of public santiation are: demonstration projects in certain municipalities which would be responsible for the administration and operation of the services; personnel training courses; and observation trips abroad for technical personnel. The last-mentioned could be considered - as is the provision of advisory services - in joint PASB/WHO programs
