dc.description.abstractAlthough the structures and administration of the agencies concerned with health - both those attached to ministries and those which are part of the social security systems - present extreme diversity, a tendency to promote the greatest possible degree of coordination between the services is visible everywhere. Coordination cannot be achieved unless there is a common doctrine, both as to policy and as to procedure, and good systems of inter-institutional information. Furthermore, coordination cannot be achieved except on the basis of respect for the identity, integrity, and creative liberty of each of the institutions involved. To be coordinated does not mean to submit; it means rather to free oneself of improvisation and to protect oneself against isolation. Just as the obstacles in the way of achieving coordination vary enormously from one country to another, so do the solutions which may be found. The important thing in every case is to ensure that the social security agencies and the ministries of health work together irrespective of the fact that they form one or more administrative units. Coordination cannot be improvised; neither can it be exclusively the result of new legal or accounting arrangements. To be successful each institution must feel that it is taking on new, broader objectives yet is not losing its own identity. The author concludes by describing some of the achievementspt_BR
