Abstract
Several economic factors justify investment in health, among them the increased productive capacity of a work force whose quantitative growth has been aided by improved health, and whose quality has been improved by health and education. There are wide variations in the health and economic status of the countries of Latin America, and even among various areas within the same country, and for that reason additional investment, both domestic and foreign, will be required
 
To ensure for maximum utilization of such investment it is proposed that the external financial agencies exert every effort to assure that the projects they finance make a greater contribution to social and economic development by improving the quality and supply of the human resources available for developmental purposes
 
By broadening the elegible fields of health lending, the strategy takes account of the key factors in the environment, such as nutrition, sanitation, and facilities which influence the health of the peoples of Latin America. By suggesting support for new approaches to training, research, and planning, it recognizes that the supply and quality of medical personnel must be increased and that the countries of Latin America must learn to make better use of their existing stock of material and human resources in the health field
