Abstract
Outstanding among the public health problems in Latin America are personnel shortages and obsolete administration and organization of health services
 
It would be possible to correct that situation with the amount of funds currently available by conducting programs of education and training for public health specialists, for executive and administrative personnel in public health and medical care, and especially for hospital staff. Hospital administration training programs should be aimed not only at hospital directors but also at their collaborators in the fields of nursing, medical records, dietetics, and other areas of hospital work
 
For over a decade PAHO and WHO have been studying the responsibilities established in integrated health plans; these include coordinated activities at the local level, consolidated activities at the regional level, and centralized ones at the national level, which in turn require personnel training at the local level (MPH) and at the regional and national levels (health program administrators)
 
The duties of the health program administrator are to coordinate and supervise the services of public health and medical care. Requirements and qualification are indicated, and guidelines are given on course duration, institutions for teacher training, and a study plan, which should include such subjects as planning, statistics, epidemiology, administration, ...(AU)
