Abstract

The Technical Discussions of the XVIII Meeting of the Directing Council of the Pan American Health Organization were held on 24 October, 1968, in Buenos Aires, Argentina, and dealt with the "Participation of the Health Sector in Polulation Policy." They were attended by 64 participantes including seven representatives of international, governmental, and nongovernmental organizations. Dr. Pedro Daniel Martínez (Mexico) served as Moderator and Dr. Daniel Orellana (Venezuela) as Rapporteur

Two working parties were set up; the first elected Dr. Bogoslav Juricic (Chile) Moderator and Dr. Simon M. Frazer (United Kingdom) Rapporteur; the second elected Dr. David Bersh Escobar (Colombia) and Dr. Carlos A. Pineda (Honduras) Moderator and Rapporteur respectively. Having defined what they meant by population policy the two working parties examined and discussed the topic and reached the following conclusions: (A) population problems stems basically from socio-economic and cultural factors and their solution lies in the modification of those factors; (b) the responsibility for establishing a population policy in line with national circumstances is that of the government concerned; and (c) the health sector must participate in the definition of population policy and in carrying it out in its own professional field(AU)
