The following factors have a decisive bearing on the inadequacy of health programs in Latin America: a) the volume of the rural population, which numbered approximately 114 million in 1965; and b) the varying degrees of accessibility to general health services. It may be perceived that the majority of the Latin American countries are far from achieving sufficient coverage, and that a substantial proportion of the rural population receives only rudimentary health services, or none at all The execution of vaccination porgrams requires: (a) placing all necessary immunization procedures within reach of the total population; (b) stipulating the requirements as regards staffing, equipment, and facilities; (c) obtaining sufficient participation in administration of the services from the sectors financing the operation; (d) achieving the greatest possible degree of decentralization in technical and administratiave activities; (e) obtaining stable, functional, and adequate financing so as to provide immunization services accessible to all citizens; (f) simplifying administrative procedures; (g) providing adequate merit incentives and compensation for professional and related staff; (h) coordinating and integrating any related services coexisting in a given area; and (j) establishing international coordination Although at the present time immunization programs are operating under several organizat...
