Abstract
In most systems for the distribution and delivery of health care and social welfare services that prevail throughout the world today, the categorical organization, financing and administration of these services is a common feature. This situation has made health care and social welfare a many splintered thing and characterized by duplication of services, institutions, waste of financial resources and inefficient utilization of health care and social welfare manpower
 
The developing nations and those already classified as developed are constantly searching for ways and means of organizing, financing and managing their health care and social services as a hierarchy of related programs, insitutions, functions and responsibilities
 
To achieve this goal many nations are now experimenting with the concept of regional planning, organization and administration of Health Care and Social Welfare Services, commonly known as "Regionalization"
 
Regionalization, to be successful, requires the elimination of the categorical approach to the organization, financing and administration of health and social welfare services; the functional and administrative integration of promotive, preventive and curative health care and social welfare services in combination with their centralized technical direction, and decentralized regional administration
