Abstract
Students and practitioners in public administration with a particular interest in the organization and operation of international agencies will find the current program of administrative reationalization of the Pan American Sanitary Bureau (PASB), the secretariat of the Pan American Health Organization (PAHO), worthly of review. Initiated in 1959, accelerated in 1961, the program has been directed toward the achievement of an effective and economical administration. This, then, is a report on the progress attained in the PASB during the past several years in the attempt to streamline the structure, refine the processes, and improve techniques in the administration of this oldest operating international agency in the health field, which has served the people of the Americas since 1902. As indicated in the report made to the 48th Meeting of the Executive Committee of the PAHO, this effort "...stemmed from the realization that the rapidly-developing health programs in the countries of the Americas require a PASB organization and process able to meet the needs of this day. Systems and structures of the PASB which met the requirements of an earlier day are not quite adequate -as it is apparent the innovations noted herein will not be fully adequate a dozen years hence.
