Convinced that a larger proportion of the national income cannot be allocated to health activities except at the expense of other economic and social development activities; aware that there is duplication of effort and that manpower is in short supply in the health field; and cognizant that the installed capacity of the health infrastructure especially in some sub-sectors is not fully used, the Ministry of Public Health has emphasized the pressing need to improve the performance of the sources available by effectively coordinating all public health agencies in a national health system. In 1965, the Ministry formulated the policy underlying this system and, in 1967, it established the National Advisory Health Council to set up the system and endowed it with appropriate legal authority This article sets forth the principles underlying the National Health System in Chile, describes the organization of the National Advisory Health Council, including its powers and duties, and contains a short account of its activities since it was established(AU)
