[Introduction] In order to evaluate the progress made in achieving the implementation of the primary health care approach in the Caribbean, the Primary Health Care / Local Health Systems Workshop was convened from 7-11 November 1988 with the following objectives: to review the progress made in implementation of the Strategy and Plan of Action developed for the Caribbean in Saint Lucia un June 1981; to evaluate the present state of development of local health systems in the countries of the subregion, and the influence of this development on the implementation of primary health care; to achieve consensus on subregional strategies for the further development of local health systems in the future implementation of primary health care Proceedings of the Workshop on Primary Health Care and Local Health Systems held in Tobago, 7-11 November 1988
