Abstract

Generally speaking, the reason for establishing standards is to facilitate the transaction between producer and consumer through the technical definition of a product, service, or procedure. The reason for formulating standards is to serve the interests of large segments of society in a dynamic fashion, based on consensus. Standards should not be confused with laws or regulations, which usually are a statement of principles and are difficult to review. The formulation and adoption of standards for water supply in the developing countries will be made easier if the following is borne in mind: a) there is some existing standard for almost every human activity which can serve as starting point; b) standardization can start at any point and proceed according to the most pressing needs; and c) sufficient experience is available in the ways and procedures by which effective standards can be achieved. The standards which orginate through the natural processes of tradition, evolution, or custom are generally unsatisfactory because resources are wasted in the process and they create confusion. In the developing countries attempts at standardization should be given every possible cooperation by supporting the agency concerned, or by promoting the establishment of one where none exists.
